Yeah, that's generally what I was thinking. Lulu definitely thinks people should be unrestricted in their pursuit of happiness, but he's not nearly as opposed to the concept of government as Ayn Rand is. To be fair, he used to be as much of a collectivist as Schneizel, but the whole Nunnally-thing made him a much weaker (and more hypocritical) politician than his brother.
Schneizel, on the other hand, knows precisely what he's doing, but he hides it so well that nobody but Diethard the Shit-Disturber sees it coming. His political methods are subtle in the extreme: he even fools his lovers, Cecile and Kanon, and that's why he's the Geass equivalent of Ellsworth Toohey~ /shot
